Bug Description
In 3.8:
In the Hold Groups interface, it would make sense to be able to edit or delete a hold group from the Hold Groups tab, but you actually have to select the group and then go to the Current Users tab in order to be able to edit or delete the hold group.
It would be nice to add an action dropdown on the Hold Groups tab that has relevant options like we see in other interfaces.
