Trying to edit an EDI Attribute Set without perms fails silently

Bug Description
Testing on 3.8 with production data.
If you try to edit an EDI Attribute Set without having the ADMIN_PROVIDER perm at the consortial level, it silently fails.
To test, using an account that does not have the perm at the consortial level:
1. Double-click on an attribute set to open the edit dialog.
2. Make any change.
3. Click Save
Nothing happens. If you have the console open, you'll see you get a pcrud error. But without having the console open, you don't know what's happening.
The dialog box should close, and you should get the red error toast that the operation failed.
