Bug Description
Currently, if a patron has an item checked out, and they try to place a hold which the item could fill, Evergreen will not let the hold go through (although staff can be override with the right permissions). However, it could be useful to allow patrons to place this hold if their checkout is about to come due and they don't have any renewals.
The use case that came up for us: since COVID began, we have been checking out laptops to students for an entire semester, performing some maintenance on them while they are back in the Library, then sending them out the next semester. Since we need to do the maintenance, we don't allow renewals. However, we would be totally okay with one of these students reserving a laptop for next semester before they return the original one -- that would give the students some peace of mind, and allow us to start working on filling holds earlier.
My inclination is that we'd only want to allow these when the due date is close. But I don't know if that's necessary. It does seem like we wouldn't want to allow them when the patron has renewals remaining.
