Bug Description
Just as we can deactivate providers, we should have a way to deactivate EDI accounts that are no longer in use. Currently we can't delete an EDI account that has ever been used.

Discussion on the Acq listserv says that an active flag would be great. Additionally, EDI accounts with active=false would be ignored by both the pusher and the fetcher, with the fetcher not checking the specified FTP folder.
