Allow Patrons to Renew Their Accounts

The situation has come up for one of our libraries, that it would be helpful if patrons could renew their own accounts.

I suspect it would best be offered as an library setting to be enabled or not. Perhaps it's something that could be added to the My Account screens or a renewal flag on the registration form?

Comment #2 on https://bugs.launchpad.net/evergreen/+bug/1663295 mentions that it would be nice to allow patrons to renew their accounts remotely, but I don't see any tickets opened specifically for this.
