Screenreader Form Fix - Patron Search (Angular)

The Patron Search component isn't currently screenreader friendly - as mentioned in the parent bug, the search and clear form buttons are placed in a confusing way for screenreader users.

A possible solution would be to add screenreader-only buttons at the end of the form, or to split Search and Clear Forms into a separate column from the search terms - this would cause some visual differences, but would likely be the cleaner solution.
