No error for duplicate barcode when selecting Replace Barcode on Item Status screen

Circulation > Item Status

1. Scan item barcode you'd like to replace
2. Under the Actions menu, select Replace Barcode
3. Scan the new item barcode that should replace the old one.

If there is a duplicate barcode in the system, replacing the barcode silently fails.

Verifying that the patch Galen provided fixes this issue. When entering a replacement barcode that already exists, I'm seeing a "Duplicate Barcode" warning. Signing off on this patch.

Thanks for adding this check to the UI, Galen, and for your testing, Erica! Pushed to 3.8 and above. Since 3.7 hit its end of life last week (https://wiki.evergreen-ils.org/doku.php?id=dev:release_process:schedule&s[]=end&s[]=life), I am setting that target as Won't Fix.
