Bug Description
This is a wishlist request.
"Set Top of Queue" allows a staff user to move a hold to a top of the holds queue. It looks like this changes action.
A staff member must have the UPDATE_
The UPDATE_
Ideally, the permission required to update a hold's request time would be different than the permission required to "Set Top of Queue" / cut in line.
In our consortium, we would like some member library staff to be able to set a hold at the top of the queue without allowing staff to also update a hold's request time.
