Bug Description
As part of initializing itself, the AngularJS serial subscription manager fetches all serial item templates. It does so by issuing a PCRUD request... for every OU in the system. For large consortium, this can quickly drive PCRUD into backlog mode, reducing responsiveness across the board.
I will be supplying a patch to instead fetch the item templates in one fell swoop.
