Add To Basket not an option in Basket Actions from inside the bib record

In the angular staff client, "Basket Actions" options to add the record directly to the basket is no longer present. This is a request to re-add that option to the Basket Actions.

Recommended that this be added under "Other Actions" (though there may be some confusion with the extant "Add to Bucket" action which currently lives there as well?)

We are on Evergreen 3.7.2 and have experienced this issue. NONE of the options under "Basket Actions" are available to use...they are all grayed out except the top one for "add all search results"

Confirmed in Angular Staff Catalog in 3.12 that Add to Bucket is available from the bib record, but Add to Basket is not.
