Bug Description
This came up at the Reports Interest Group meeting at the 2021 conference.
The group proposes a "Reports Administrator" permission that would allow the account it is assigned to to view, update, and delete templates, reports, output, and folders of users within their scope (global, system, or branch). This would allow local and consortial admins to better assist users with the reports interface.
