Add ability to move a lineitem to another PO

Currently in the purchase order/selection lists Actions menu, there is an option for Create Purchase Order/Add to Purchase Order. However, these options are only available in selection lists; they're greyed out in purchase orders, even pending ones.

I would like to see these options available in purchase orders when the PO is still pending.

My use case is that one of my libraries uploaded a file, that ended up being too large to actually activate. Instead of trying to split and then upload the entire file again, it would be useful to just select some of those line items and move them to another purchase order.

These options should remain inaccessible once the purchase order is activated.
