Metaholds on deleted bib records cause holds display problem

Bug Description
When a bib record with a metahold is deleted, the metahold is not deleted and remains on the patron record. This causes the patron hold list to fail to load in the patron record. Few or none of the patron holds are visible in the holds tab. When the hold is tracked down in the database and cancelled. the list loads.
Having the orphaned metahold not break the list display is desired. And deleting the metahold when the last potential target bib record is deleted or the record to correspond to deletion of title level holds when the bib record is deleted.
