Evergreen 3.8beta
In the newly angularized claiming administration there are four tabs - Claim Policies, Claim Policy Actions, Claim Types, and Claim Event Types (in that order on the screen). Claim Types should be the fourth tab instead of the third tab since it isn't directly connected like the other three are.
To set up a new claim policy you need to use Claim Policies, Claim Policy Actions, and Claim Event Types. Claim Types is a feature you generally set up once and then possibly never touch again. Having it in the middle of the three tabs that work together is confusing.

Agree that the order of tabs that Jennifer proposes makes more sense.
