Bug Description
I've dug deep into Evergreen's authority mechanism and came out with more information. It became clear that our documentation on the matter is woefully inadequate.
Things like:
1. How does Evergreen decide which "index" to include an Authority record?
2. How does Evergreen include Authority control records in browse search results?
3. Why does Evergreen sometimes provide "See" results in browse search results?
4. How do we control the Evergreen behavior around these things?
Documentation patch forthcoming.
