adding holdings to deleted bib should fail earlier

Version 3.7.1 and possibly earlier (I have not looked at earlier versions)
Admittedly this is an edge case. But. A cataloger can retrieve a deleted bib record via the "retrieve by bib ID" search. The bib is styled as "deleted" but it is possible to miss this styling, as I did in a recent test system.
Even though the record is marked deleted, the button to add holdings (and all "add call numbers/items" action menu entries in the Holdings View tab) will happily open a new tab to add holdings and let you get all the way through creating a new holding, up to when you click save. Then nothing happens - the tab doesn't close and no visible error message is generated (though there is a console error message).
A couple potential solutions:
1) Style deleted bibs more "loudly"
2) Deactivate add holdings actions / buttons on deleted records
3) Show a user prompt to the effect of "you're trying to add holdings on a deleted record - please undelete the record and try again" (bonus points for a "undelete this record?" option in the prompt)

Styling the deleted bibs more loudly would help in general. I often miss that a bib is deleted and have been debating opening a ticket about it.
#3 with the undelete option is my preference, however, any of the three options would be good.
