Organizational Units tree should be collapsed by default

In Organizational Units (Administration -> Server Administration -> Organizational Units) the org tree is currently fully expanded by default. If you have a large consortium you need to collapse significant portions or scroll to find the org unit you're looking for.

If you save changes the interface defaults back to being fully expanded.

The dojo interface was collapsed by default so you could expand just the sections of your tree you wanted to look at.

A return to the behaviour of the dojo interface would significantly reduce the number of clicks needed when navigating the tree for large consortium.

Jennifer, could this be a duplicate of https://bugs.launchpad.net/evergreen/+bug/1884950 since that one discusses both scrolling separately and collapsing by default?
