alternate hard and soft boundary assigned to selection depth when placing title level holds via basket

Bug Description

Interesting finding. The selection depth is assigned alternately between hold soft and hard boundaries if you place holds on multiple titles via a basket.

To test it, set up hold boundaries for sys1: hard boundary = 1 and soft boundary = 2.

Find a few titles that BR1 has holdable copies. Put them into a basket. Place holds on these titles via the Basket Actions for a patron. Go to Holds tab in the patron's account. Sort holds by request time. You will see the selection depth is alternate 1 and 2.

Cancel the holds. Go to each individual titles to place a hold on each title. Check these holds in the patron's account. You will see the selection depth is 2 in all these holds.

The issue is on OPAC and the traditional catalogue. It's not a problem on the new catalogue.

One more thing I noticed is that the holds outside the soft boundary seem all having the correct selection depth. See those holds targeting br2 copies in the attached image. This is also an indicator that EG does calculating selection depth for each title.

Tested on 3.7. But the issue should exist before 3.7. We received reports on holds with wrong selection depth. We figured out how to replicate it recently.

tested in 3.8 with bootstrap and problem still an issue in bootstrap
