Angular needs egDueDate, egOrgDateInContext pipes

Bug Description

Evergreen 3.7

The Angular code needs its own versions of of the egDueDate and egOrgDateInContext pipes so that dates can use the correct timezone for an org unit and so due dates can appear with or without the time component based on the duration of the circulation.

This will be critical for bug #1904036 among others.

Branch in previous comment also includes a Date utility class with intervalToSeconds support.
