Negative balance rolled over fund will not show warning/stop limits

Bug Description
Tested on 3.7ish master and first found in 3.6.2 production.
Tested specifically when the library setting "Allow funds to be rolled over without bringing the money along" is set to FALSE.
When fiscal year end is performed, if:
1. A fund has a negative balance
2. The above library setting is set to FALSE
3. The fund is set to propagate=yes, rollover=yes
When the fund is created in the new fiscal year, it begins with a negative balance. This makes sense.
However, even if the fund has warning/block limits set, if you go to the fund dropdown menu in either the batch updater in PO's or the direct charges fund dropdown, neither one of them show the fund as red or yellow. PO activation is also not blocked.
So funds that begin the year as a negative number will not show warning/block limits, thus potentially (and have seen in the wild) leading to further overspending of the fund, since you don't see the block limit and PO activation also isn't blocked.
