Unreceiving line items reverts real copy to 'on order' no matter its current status

Bug Description

Tested on current master (3.7ish).

When you unreceive a lineitem, the attached real copies in the catalog have their status reverted to 'on order' no matter what their current status is--including In Transit, Checked Out, etc.

Copies that have already been altered beyond "in process" should not have their statuses blindly changed due to Acq changes.

Confirmed on 3.9.4 but most likely goes back further. Unreceiving a paid line item whose associated item had a status of Checked Out, the status of the item reverted to On Order.

Updated the importance to High based on discussion at today's AIG meeting.

Would I be correct in assuming that if the item has a status that matches the "Initial status for received items" library setting (if set), it would be OK to set it back to the on-order item status?
