Cannot Delete Bib Record Attached to Open Acquisitions Line Item

Bug #1634244 introduced a patch that prevents the deletion of bib records with open, (i.e. pending order or on order), line items attached.

This fix is causing major frustration for some of our libraries.

There are several reasons why a bib record might be deleted in this scenario in our network. Here are two:
- A library orders a new travel guide or other serial-type item. A monograph order record is uploaded with the order. Staff will then transfer the item to the serial record in the system, (usually while the item is still on order to prevent other libraries from adding items), and delete the remaining order record. This is no longer possible.
- A library uploads order records and items through Acquisitions but doesn't actually track funds, so POs are left open indefinitely. Since adjusting line items are not in their workflow, they are no longer able to delete bib records attached to ordered items that never came.

It would be great if the pop-up that is currently preventing the deletion gives an option to override and perform the delete anyway. We never really ran into problems in our network with the previous behavior. This patch is creating roadblocks where there never were before.
