Angular Staff Catalog "Results from All Libraries" not sticky

In the Staff Catalog, the Results from All Libraries toggle and a specific search library is required in order to see counts of copies owned system wide and by the search library, or an indication that the search library does not own any copies. It is also required to include other libraries' holdings in a selected title's Item Table.

However, the selection does not persist once the search tab is closed.

Most staff want to be able to see all results, quickly see counts of items at their location and elsewhere in the search results, and to see all holdings in the record details> item table.
