Allowing others to pick up hold should fill the hold and not necessarily cancel the hold

When using the Allow others to use my account (privacy waiver), specifically to Pick Up Holds (https://bugs.launchpad.net/evergreen/+bug/1715767 and https://bugs.launchpad.net/evergreen/+bug/1661688), the staff member needs to select "Cancel this hold upon checkout" to complete the checkout. This action does cancel the hold with the value "Item checked out by other patron." This could be potentially problematic for filled hold counts, since it counts as a canceled hold. If the checkout is connected to a user allowed to pickup the hold for the original account, it would be more ideal for this transaction to count as a fulfilled hold.
