Course Reserves is not scoped by Org Unit.
There is no scoping on Course List display, which should at minimum have an org unit filter that defaults to working location.
We've confirmed that permissions are scoped correctly in the fieldmapper: the MANAGE_RESERVES perm is scoped to a context_org for everything except Course Role, which requires global perms. So the scoping issue will need to be fixed within the actual staff client code.
