Bug Description
In 3.6.
Cannot filter by library in MARC search in advanced search. All results are returned for a search regardless of whether the consortium or an individual library is chosen.

I'm not seeing this in Release 3.7.2 on our system in either the Angular or TPAC versions of the staff catalog. My search is 041 $a rus, 041 $h fre -- "show me things that are in Russian but the original language was French." It maxes out at 200 at the consortium level, and gives results ranging from 0 to 182 for individual libraries.
