Acq Search: Not able to search using user comboboxes

Bug Description
Tested on our 3.6.3 production server.
When searching for Invoices and using the term Invoice-Closed By, the combobox wants to prepopulate with card numbers. However, it looks like it's just doing a grab of all card numbers in the database, and then limiting it down to some predefined number (I think it's limited down to 100 by default, but I could be wrong).
So this means that it includes people who aren't Acquisitions users at all in the pool, and then narrows that list down randomly to 100, which more than likely excludes people who actually *would* be in the pool of users who might have closed an invoice.
This affects all Angular Acq Search comboboxes for users, including:
Invoice-Closed By
Lineitem-Selecting User
Lineitem-Creator
Lineitem-Editor
Selection List-Owner
Selection List-Creator
Selection List-Editor
Purchase Order-Owner
Purchase Order-Creator
Purchase Order-Editor
Line item Detail-Receiving User
If you have a system where you have 100+ active users, this basically makes all Angular Acq user comboboxes unusable.
