OPAC SMS notifications should be enabled / disabled according to pickup library

Affects all supported EG versions

Whether users can customize their SMS notification settings when placing a hold in the OPAC is potentially confusing. Rather than being based on pickup library (the most logical choice if there were a cost involved) or the user home library, the setting is determined entirely by the chosen *search* library. This doesn't necessarily matter when an entire consortium turns SMS on or off but if some systems use it and some don't you could potentially encounter situations where the library setting consulted for sms notification isn't from the item, pickup, OR user home library.

I think it would be ideal if the pickup library determined whether users are allowed to change their SMS notification settings at hold placement time.
