Lots of console errors in the Holds Pull List

Steps to recreate:

1) In your browser, right click and choose "Inspect" or "Inspect element"
2) Go to the console tab
3) Go to https://demo.evergreencatalog.com/eg/staff/circ/holds/pull (or the holds pull list in any of the bug squashing demo server)
4) Note that the console fills up with 20+ errors such as:

TypeError: action.handler is undefined

I see this in newer (~3.6) servers. I don't see it in our production 3.4 system.

The error I'm seeing on Festivus is:

TypeError: Cannot read property 'length' of undefined

on an empty holds list, which looks like the error is just not being handled. On the live PINES server I'm not seeing any TypeErrors, but it's also not an empty list.

I do see a lot of "DevTools failed to load SourceMap" 404 errors on both live and Festivus.

I'm gonna mark this as confirmed, because after testing it on the demo.evergreencatalog.com server it looks like it's an unhandled error related to an empty holds list. I've attached a screenshot of the console log.

I'm not seeing any errors on a 3.9 server. Looks like this may be fixed with the angular pull list.

The same behavior is present in the patron account -> Holds tab, FYI.
