Lots of console errors in the Holds Pull List

Bug Description
Steps to recreate:
1) In your browser, right click and choose "Inspect" or "Inspect element"
2) Go to the console tab
3) Go to https:/
4) Note that the console fills up with 20+ errors such as:
TypeError: action.handler is undefined
I see this in newer (~3.6) servers. I don't see it in our production 3.4 system.

The error I'm seeing on Festivus is:
TypeError: Cannot read property 'length' of undefined
on an empty holds list, which looks like the error is just not being handled. On the live PINES server I'm not seeing any TypeErrors, but it's also not an empty list.
I do see a lot of "DevTools failed to load SourceMap" 404 errors on both live and Festivus.
