Bug Description

3.6 and all other versions.

Confirmed with Mike Rylander that while this setting was originally intended to have a purpose, it has never actually been referenced by the code. Therefore I propose removing this from the Library Settings page in order to reduce end user confusion.

Noting that this is in the documentation at https://docs.evergreen-ils.org/docs/latest/admin/librarysettings.html and should also be removed from there.
