Wishlist: add cataloging to mark item as menu

Bug Description

It would be helpful for the status cataloging to be added to the "mark item as" menu. Currently, if circulation staff find an item with a problem for cataloging, they cannot change the status to cataloging easily or at all if they don't have permissions to edit items.

Marking items as cataloging should have the same functionality as marking items missing, damaged, or discard/weed have:

--Marking items cataloging should make the item non-circulating, non-holdable, and invisible in the public facing OPAC.

--It should be added to all menus where "mark item as" is available: item status, holdings view, checkin, renew items, patrons hold list, pull list for holds requests, and holds shelf.

--Items in all other statuses can be marked cataloging with no further staff action than a click-through confirmation dialog box. Cancelling marking items at this point should also be possible.

--Other statuses should be automatically processed when marking as cataloging, closing open circulations and managing holds, for example. An appropriate warning/override message should display.

--If the item is checked out, staff should receive a warning/override message that allows them to cancel or proceed marking an item. If staff elects to continue marking item, the item is checked in as normal by the ILS, triggering any normal check-in related functions, including billing.

--When items in any hold status are marked cataloging, the item is removed from the holds queue and the hold is retargeted. Items on another library’s hold shelf, ready for pickup at that library will need a permissions override.

--If an attempt to check out an item marked as cataloging occurs, the system will prompt staff with a warning to force the check out. Staff can cancel or proceed with checkout. If staff continues with check out, the item checks out as expected and will not be placed back in cataloging status on return.

--Checking in cataloging items will place them in reshelving status and remove the cataloging status with no warning.
