Angular grids unable to filter by interval

Bug Description

In 3.6.1:

This is a follow-up to bug 1848579 - the fix there improved usability by suppressing a confusing error message, but did not re-add the interval filtering functionality that was lost with the move away from the XUL client.

(For testing purposes, an example of an angular grid with an interval column can be found under Administration > Server Administration > Circulation Duration Rules. The normal, short, and extended columns contain intervals. Note that they *can* be sorted even though they cannot currently be filtered.)

This continues to be an issue in 3.11.1.

We have almost 250 duration rules and it would be really handy to be able to filter by the values for short, normal, or extended.
