Bug Description

Tested Evergreen 3.5.2
Google Chrome.

LP Bug #1805860 fixed the issue where long patron names cut off part of the screen. The fix, however, seems to have introduced other issues.

Now patron names scroll with the page. Previously patron names were static and displayed even when the rest of the screen was scrolled, (i.e. Edit tab).

The Name Keywords Tag, Note Indicator, and Collapse/Expand arrows also disappear with the name instead of staying static.

Finally, the entirety of the top of the screen has been pushed down a few inches. Attached is a screenshot showing the display in 3.2.10 vs 3.5.2.

Noting that this fix is also causing an issue in Patron Search.

When an entry is single-clicked in the grid, the grid shifts down two lines, causing staff to open up incorrect patron records.

The to tab options (Check Out, Items Out, etc), which used to remain static across the top now also scroll with the page. This occurs in both Patron Search and while in a Patron Record.

I'm including these all in the same bug report because they were caused by the same patch and should all be fixed at the same time.

Also updating the name of the bug.
