Evergreen needs a way to mitigate DOS

Bug Description

We see large spikes in HTTP requests on the load balancer and on the underlying bricks sometimes. And sometimes, it's too many for the system to process and it can bring down production for a short period.

One way to protect the servers is with nginx limiting. This article was helpful

This bug should probably be on the OpenSRF project too.
