Angular: mark for discard/weed no longer in holdings view

Bug Description
In 3.4, Mark for discard/weed was in Holdings view -- Actions menu. This was very handy for catalogers since it is few steps than using the Holdings editor to edit the status. Mark item discard/weed is not in the actions menu for the angular catalog. We would like to have it returned to the actions menu.

Confirmed Mark for Discard/Weed still not an option in the Holdings View -> Actions menu in 3.7.
