Wishlist: Integrate Acq MARC Order Load functions into MARC Batch Import/Export

Rather than having two separate interfaces for loading MARC Records maybe we want to add the acquisitions functionality to the existing MARC Batch Import/Export interface.

Maybe there could be a section on the page that staff can expand/hide that contains the acq specific options and only staff with the appropriate acq permissions could enter info into those options.

The fields unique to acq in the Load MARC Order Records interface are:
- Create Purchase Order
- Activate Purchase Order
- Provider
- Context Org Unit
- Add to Selection List
- Fiscal Year
- Load Items for Imported Records

We actually need the reverse: we don't allow anyone to load MARC records except when loading vendor records to populate a purchase order. We would like the permission to restrict importing except for when using the acq interface.

We function similarly to Mary--we don't batch load records here at PINES except for through the acq uploader for the purchase of populating purchase orders. So I'm not quite sure how we would feel about this functionality since it might be confusing for our users.
