Part hold list includes parts where items are not holdable

Bug Description

When attempting to place a part hold, the drop down list of parts includes those parts where all items are nonholdable. Attempting to place the hold fails, as it should. It would be better if a part label with no holdable items did not appear in the list.

For example, we use unknown for items that are lost, missing, longoverdue and the item call number doesn't include the volume.

I am retrospectively assigning part labels to all library holdings attached to a record with 2 vols., some items I can tell the volume and some of items attached are lost and I can't determine the volume, then I would label items Vol. 1, Vol. 2, or unknown.

In this scenario, those items with part label "unknown" don't display in the public OPAC and aren't available for a hold. However, when a patron attempts to place a hold, the list of parts are:

Vol. 1
Vol. 2

If I chose unknown and attempt to place a hold, the hold rightly fails.

It would be better in this scenario if the hold list didn't include unknown since the items aren't available for holds and aren't displayed in the public OPAC. So my list of parts would then be

Vol. 1
Vol. 2

This would also apply to items marked as not holdable but visible in the OPAC such as reference items.

Marking this Confirmed in the 3.6.1 angular staff catalog.

When choosing a part from the dropdown for a pending hold, the Part list contains all monograph parts for the bib record, whether they are mapped to items or not, and whether the item is holdable or not.

In the traditional catalog, the list of parts presented when placing a hold did not include unmapped parts or parts mapped only to nonholdable items. The same should be true in the angular staff catalog.
