Switching Between Languages in OPAC Clears Saved Values

Bug Description
Evergreen 3.5.1
If you switch from one language to another while in the Notification Preferences, Search and History Preferences, or My Lists Preferences tabs in My Account Evergreen clears the existing values for the preferences and saves the changes.
To reproduce:
1. Log into My Account
2. Go to Account Preferences -> Notification Preferences
3. Use the language selector at the top to select a different language and click Change
4. The page will refresh and display the message "Account Successfully Updated" (or equivalent in the language you've switched to). All check boxes and fields will now be blank.

I have tested the issue in Evergreen 3.3.2 and in completely uncustomized installation of Evergreen 3.5.1 switching between Czech and English language.
I can confirm the same behavior as described above.
In addition, in the Search and history preferences, when switching between languages, not only the preferences, but also the checkout history itself is deleted.
