Staff catalog hold detail page should support hold notes/notifications

Evergreen 3.6

Navigate to a list of holds for a record in the Angular staff catalog. Double-click a hold row or select a hold and chose 'Show Hold Details' from the actions selector. Unlike the AngJS client, there is no Notes or Staff Notifications tab nor any way to manage those data.
