add ability to set google analytics code via yaous

Bug Description

Currently, you need access to the config.tt2 to set the google analytics options. Aside from being out of the reach of local admins it also means in a consortia duplicating the config.tt2 among systems which makes changes necessary in all config.tt2s unnecessarily burdensome.

Question - would this be more appropriate as a Library Setting or as a Global Setting? (For PINES a global setting would be good, but I'm unsure about how other consortia would need it to work.)

Evergreen uses library settings for Matomo (an open source alternative to Google Analytics). I think it makes sense to use the same approach for Google Analytics.
