As indicated in Michele Morgan's email sent to the Evergreen General mailing list (this message is available in the list archives: http://list.evergreen-ils.org/pipermail/evergreen-general/2022-July/001377.html), sending emails about newly created records use the same hook (biblio.format.record_entry.email) and reactor (SendEmail) and so a solution to this bug can also help make other triggers using the same hook and reactor work.
