checkout with inactive barcode

Bug Description

A patron account can be retrieved with an inactive barcode and checkouts are allowed. There is a message stating the card was retrieved with an inactive barcode but staff usually miss it. It would be better to have inactive barcodes stop all processes so that the matter can be dealt with before checking out to the patron.

Currently if a patron barcode is scanned it will retrieve a patron account.

What we would like to see is activity stopped if the account is retrieved with an inactive barcode.

I'm not able to reproduce this. When I enter an inactive patron barcode at checkout, I get an alert message: Patron account retrieved with an INACTIVE card.

If I navigate to the Checkout tab, I am unable to enter an item into the barcode input box. I cannot place the cursor there.

I tested this on a 3.4.3, 3.5.1, and a 3.6 beta system with the same result.
