Angular Staff Catalog search checkboxes should re-run-on-toggle

Bug Description

In the public catalog toggling checkboxes such as Exclude Electronic Resources, Limit to Available, etc., automatically re-run the search. In the Angular Staff Catalog, this is not currently the case. After checking a box you must then click Search to re-run the search.

Should there be consistency between the two catalogs in terms of how these checkboxes function?

I definitely think there should be consistency -- staff often work with both versions of the catalog between working with patrons and working with the staff client.

I do think it's confusing in the non-Angular catalog that there's no indication of activity when the toggle re-executes the search, no spinner like you get when you modify the search in other ways and click on Search. Depending on the search and the size of the results set, limiting/unlimiting can take more than a few seconds, and it's hard to know what's happening until the search results lists reloads. I've seen people assume the limiter has been applied and be scrolling down the records before the screen jumps, or think nothing is happening and then click on search causing the search to re-execute again.

+1 to consistency between two catalogs and having a spinner to indicate re-execution of the search

Confirming that this is still an issue in 3.10 and 3.11
