Pending Patron Screen does not load patrons at system level

PaILS/SPARK is on 3.3.7

We have several federated library systems and one one them has consolidated patron registration running from their website. During the registration process, the staff member reviews the information and designates which library in the system should be their home library.

When they set up Self-Registration through the OPAC they expected to be able to see all the patrons from all the libraries at the system level for the staff member to review.

The staff member must input each library location one at a time, which can be tedious depending on the library system size.

This would be a great improvement to this interface. Pending Patrons Home Library selector should work with descendents. We also have a branch-system who has self-registration enabled for all their branches, but when set at the parent locale, (i.e. SYS1), the patrons from the branches, (i.e. BR1, etc), do not display. Staff have to manually check each branch.
