Angular Staff Catalog: Request Date in View Holds Not Including Time

By default the values in the Request Date column don't display request time in View Holds in the angular catalogue. In the current catalogue both date and time appear.

Based on my testing what appears for Request Date is controlled by the date/time library setting. Request Date in the angular catalogue is using the library setting "Format Dates with this pattern" while the current catalogue is using "Format Date+Time with this pattern".

For holds, request time can be an essential piece of information for staff.

You can work around this by adding time to the value for the library setting "Format Dates with this pattern" (ie. yyyy-MM-dd HH:mm instead of yyyy-MM-dd) but then you get unnecessary timestamps elsewhere in Evergreen on values such as date of birth.

Thanks, Jennifer and Bill. Since this was a small fix, works well, and is for an experimental interface, I took the liberty of pushing it to master, rel_3_5, and rel_3_4.
