Web Staff Client - Audit Evergreen Webforms for Accessibility

All forms in the web staff client need to be checked to be sure they are labeled to reduce confusion when read by screen readers (JAWS, NVDA, etc). Priority should be given to pages in Angular (/eg2/ will be in the URL), as Angular JS pages are being phased out.

New bugs can be created and then addressed as a result of this audit.

So far, the patron search, patron search results, and patron edit pages (all Angular JS) have been identified as needing work. See bug 1615800 for more detail.
