Support PatronAPI-compatible auth via RemoteAuth

Bug Description

PatronAPI is so simple and so widely supported by vendors that it is a de-facto standard for patron authentication and retrieval. It would be handy if Evergreen could handle PatronAPI-like auth requests from vendors.

Working branch user/jeffdavis/lp1887196-remoteauth-patronapi adds a PatronAPI-compatible RemoteAuth endpoint. There are two relevant commits. The first commit adds a method to RemoteAuth to retrieve patron information (this does not require the patron to authenticate first, so it should be used with caution):;a=commitdiff;h=c9ce4d67

The second commit adds the actual endpoint:;a=commitdiff;h=52f4edbb

Note that this branch depends on the RemoteAuth TT2 support added in bug 1850992.

Works for me. As this is an optional and self-contained feature, I'm using RM discretion to go ahead and push this to master for inclusion in 3.6, along with a follow-up that adds some release notes. Thanks, Jeff!
