Marking all line items as cancelled sets PO state to "received"

Tested on 3.4.

If you select all line items and cancel them using a true cancel reason (keep debits=f), the line item states change appropriately. However, the state of the purchase order changes to "received" and not "cancelled."

If you cancel using the Cancel Order button, all the line item states changee appropriately, and the state of the purchase order changes to "cancelled."

If all line item states are cancelled using a keep debits=f cancel reason, the state of the purchase order should be "cancelled", regardless of how you go about it.
