Org Unit Hours of Operation: unset hours can be better presented

In the Hours of Operation tab under Organizational Units, open and close times will display even if hours are unset. There is an indication at the bottom of the screen "hours of operation have not yet been saved", and while this is literally true, I think that more commonly conveys "you have made a change, please save" and not "these things don't exist yet unless you save".

Compounding this is the fact that the close times display prefilled.

I would suggest either loading this page with the times blank if no time is set in the database; or clarifying that the displayed times are suggestions and that this location doesn't yet have hours saved.

Noting that the old Dojo version of this interface also supplied defaults for the hours of operation if they were not actually set yet... which still makes the behavior confusing, just long-standing and confusing.
