Create carousel from bucket redirects to wrong interface

Bug Description

The 'Create carousel from bucket' action redirects the user to the carousel administration page after the user supplies a carousel name. Unfortunately, it redirects it to:

/eg2/en-US/staff/admin/server/container/carousel

when it should be

/eg2/en-US/staff/admin/local/container/carousel

This is a problem because the admin/server version is an automatically-generated one that does not have the full functionality that the admin/local version does.
